Make a two-child per couple limit everywhere in the world until the population drops to say, 500 million worldwide. DNA test to make people accountable, and if you split up with your mate after you've produced your allowance, too bad. Have economic incentives like income tax breaks to keep the number down. Of course triplets and what not would be an exception.
Have mandatory classes in school starting from kindergarten about conflict resolution.
Have a minimum wage based on age and accumulated hours worked. So if you worked hard at a job for 5 years in a car factory for example and got tired of that and wanted to go be a carpenter you can do so without fear of poverty.
Children would be born with a federal education credit for enough to finish high school(or whatever the equivalent would be) plus one year of post-secondary. Based on how well you did(not just grade point average) you might be granted some or all of your further financial needs. If you did well enough you could get all your education paid for. If you kept sucking out you could keep going if you could somehow afford it. |
