When you say you're having a hard time, what exactly does that mean? Are you getting a lot of trich/bacteria or you're just having a hard time deciding what to do?

You don't need that much perlite, a layer about an inch deep or so will be fine. Keep it very damp, but not standing in a layer of water. You can drill small pencil sized holes around the top of the tub and another ring around the bottom of the tub maybe an inch or 2 above the substrate and that will improve FAE. You can make bigger and less holes but then you'll have to stuff with polyfil or cover with micropore tape or tyvek. Or you can forgo the holes, just open the tub up a few times a day and fan the air out with the lid. Make sure water is not dripping onto the substrate from the lid, that could cause issues.

You should not boil your casing, pasteurising is much more beneficial, I always use at least 3" perlite layer and keep moist, you should have holes on all six sides of your FC, if you have a analogue hygrometer it may be reading incorrectly get a soaked towel drain off excess water, wrap hygrometer in towel and leave for one hour, your hygo should read 100% if not turn the dial till its 100% it is now accurate, getting rid of humidity is not what you want to do its the Co2 you want to remove by manually faning it with the fc lid of have a fan on a timer to come on for 5 mins every 2 hours
