the best info i know of is that
it began in a high school,
school got out at 4:15
and after school
the heads got together to smoke
around 4:20
so during school hours
they'd invite their friends to party
by saying "4:20"
meaning meet me after school to burn 1.

I could never imagine having to stay in class until 4:15. We got out at 2:45. And, we just said lets burn one lol.

But yah, the high school thing was what I have always heard also.

Of course I certainly cannot be sure, I recall it was proposition 211 or 210 in '99 when I voted for it in Ca. I mentioned it (420) back East & no one knew what the hell I was on about.
I remember someone "wrote" a giant 4:20 on a hillside the hells angels trash used to cook meth on in Fremont plainly visible from BART (Bay Area Rapid Transit, the subway).
