Those are good questions. Unfortunately I can't answer them all.
I've read that it's best to keep the soil pH between 6-7, personally I've tried to test it with the cheap general hydroponics tester, and it always tested good, so I dont even bother anymore. And once again I never had a problem with pH in soil, so I'm unsure of what to use to raise/lower.
And your nutrients depend on what stage of growth your in.

the best neutralizer for soils going more acidic is usually water --- which should hold a ph of 7 from the tap (but the ph of water varies so you would have to test it).... the strips are always reliable ph testers.......

as far as nutes they will differ throughout the life of the plant to optimize growth and flowering respectively......and i would recommend buying some premade stuff unless u want to make your own --- or unless your going organic or vegan-organic

    I found this

To lower ph: acetic and citric acid will facilitate the "kreb" cycle.

To raise ph: add small amounts of sodium bicarbonate or lime.

    this is for organics.
